Reading license plate has applicable role in intelligent transportation system. In law enforcement systems and electronic toll collection systems, if reading license plate does not correctly done, then negative feedback from drivers can be provided. There is some reason for no detection of license plate like: low resolution license plate and small license plate because of distance.

Improving the quality and safety, improvement of traffic, respecting to law, standard, and mechanization if traffic control in transportation systems are the goals of the national macro Study and design of intelligent transportation systems. In recent years, the number of accidents due to driving in the wrong-way or opposite direction is increased.

In this paper, a method for detection of wrong-way driving based on video image processing is proposed. In the proposed method, virtual loops are supposed in the width of a designated passage or roadway, then direction of vehicle movement is detected based on the fullness or the emptiness of these virtual loops.

Nowadays, mobile phones have provided the opportunity to collect information and process it, in this regard, the use of mobile phones for police officers can also be very effective. In this article, it is suggested that police officers have a mobile phone in their pocket equipped with a license plate reader program to record license plate data even in normal patrols.
